AOLPress WYSIWYG HTML Editor
AOLPress HTML editor is a terriffic WYSIWYG HTML editor.
It is a little old but here's why the ZipGuy likes it::

Freeware

Easy to use
-
Does not confuse you with a bajillion options

Does not "lock you in" like Front Page does
-
Has a great interactive(!) HTML tutorial
-
Lets you highlight a section of a page and then LOOK
AT THE UNDERLYING HTML
Click on the HTML tool (magnifying glass over yellow code sheet)

Can be used as a browser and you can copy a web page
Locally
(changing all the refrences to local ones) and copies all the
components (graphics etc)

Then lets you copy and paste things you like from
the good page to yours!
(just open both pages in AOLPress and copy and paste away!)

I have other more powerful freeware editors like
1stpage2000
but I just keep going back to AOLPress because it is so
easy!
